How this calculator works
The estimate follows the same structure US Customs and Border Protection (CBP) uses for entry summaries. Here is each step, in order:
1. Find the duty rate
Every product entering the US has an HTS code, and each code carries its own duty rate. Search by product name or enter a code, and the calculator looks up the matching rate from its built-in table.
2. Add up the dutiable value
CBP charges duty on more than just the price you paid your supplier. Dutiable value = product value + freight + insurance, so all three boxes are added together first.
3. Apply customs duty
Duty = dutiable value × the HTS rate. For example, cotton T-shirts (16.5%) are charged at 16.5% of the dutiable value, while laptops carry a 0% rate.
4. Add the MPF (merchandise processing fee)
Formal entries pay 0.3464% of the dutiable value, with a minimum of $27.75 and a maximum of $538.40. Informal entries pay a flat $2 (value up to $1,000) or $9.
5. Add the HMF (harbor maintenance fee)
Ocean shipments only: 0.125% of the dutiable value. There is no harbor fee on air or land shipments, which is why switching transport mode changes your total.
6. Total it into landed cost
Total landed cost = dutiable value + customs duty + MPF + HMF. That is the full cost of getting the goods across the border, before inland delivery and selling costs.
Worked example
A laptop (HTS 8471.30.01, duty-free) with a $5,000 product value, $450 ocean freight and $75 insurance gives a dutiable value of $5,525.00. Customs duty is $0.00, the MPF is $27.75 (the formal-entry minimum), and the HMF is $6.91 — a total landed cost of $5,559.66.
